You can humiliate the enemy, before opening any supertechnologies all that will win in scientific terms, well, you can simply build two or three combat fleet with powerful guns and go conquer the galaxy with lasers, missiles and other means of reports of your argument to the opponent. Besides every road really works, though not all powers - some prefer to wage war, some general not adapted for it, and others may do so and so, that's just very average ...
